Key Action 3: Support for policy reform

Key Action 3 aims to increase the participation of young people in democratic life, especially in discussions with policy makers, as well as developing knowledge in the fields of education, training, and youth.

Opportunities under this Key Action contribute to supporting the overall EU policy agenda, the Education and Training 2020 cooperation framework, and the Youth Strategy.

Organisations will contribute to improving the quality of education, training, and youth systems in Europe, as well as promoting transnational learning and cooperation between authorities. They will also contribute to developing the basis for evidence based policy-making, as well as supporting networks and tools for policy implementation.

Organisations will also contribute to improving the involvement of young people in democratic life and their engagement with politicians.

Structured Dialogue

 

Meetings between young people and decision-makers in the youth field, designed to promote the active participation of young people in democratic life.

Civil society cooperation: youth

 

Opportunities aim to provide structural support to European non-governmental organisations and EU-wide networks active in the field of youth. Participating organisations are expected to promote the employability of young people, empower young people, support their inclusion, and contribute to their personal, professional, and educational development, among others.

Civil society cooperation: education and training

 

Opportunities aim to provide structural support to European non-governmental organisations and EU-wide networks active in the field of education and training. These organisations are expected to develop and implement innovative, targeted and creative strategies and activities to support the effective implementation of reforms and actions in their respective areas of activity, in line with the European policy agendas in the fields of education and training.

Initiatives for policy innovation

 

These initiatives are designed to develop new policies or prepare their implementation. There are two types of actions; forward-looking cooperation projects, which aim to stimulate innovative policy development, and European policy experimentations, led by high-level public authorities to trial and evaluate the implementation of specific policies.

Comprehensive policy frameworks for continuing Vocational Education and Training

 

The aim of this call, which closed in 2015, was to support the development of public policies that sought to coordinate the provision of high quality, relevant, and accessible continuing vocational education and training, as well as ensure a significant increase in the take-up of further training opportunities.

Support for small and medium sized enterprises engaging in apprenticeships

 

The objective of this call, which closed in January 2016, was to provide support for projects to assist small and medium-sized enterprises to engage in apprenticeships. Projects could including activities such as building the capacity of intermediary bodies, using the supply chain of larger companies to develop and set-up support structures for SMEs, or promoting cooperation between the umbrella organisation of existing European networks.
